In early 2000, the Associated Fisheries of Maine Groundfish Group asked Canada's Gadus Associates to review overfishing definitions for dabs, haddock, and white hake.  In doing so, it became clear that  problems with those definitions apply to a broad range of stocks.

The report is about 45 pages long, not overly technical, and well worth the read.  It discusses not just overfishing definitions, but NMFS' and the Councils' interpretation and application of the Magnuson Act.
